Chris Banicki, Manistee County Jail administrator, said in an email Thursday that the jail is in the process of releasing inmates to help mitigate the spread of coronavirus, COVID-19. As of Thursday, the jail had released four inmates and Banicki said he would anticipate another five to eight more would be released over the next few days. “We are currently working with Manistee County (19th) Circuit and (85th) District courts along with the Manistee County Prosecutor’s Office and Public Defenders office to expedite early releases of certain inmates,” Banicki said. He said the inmates being released are “classified as nonviolent, nearing the end of their sentence or with underlying health issues.” “By releasing these inmates early, (we) will not only help mitigate the spread, but will free up valuable quarantine space for new inmates coming into our facility,” Banicki said. “We have been working close with our jail’s medical provider and have developed a procedure that all new subjects being lodged into our facility will go through a 14-day quarantine before being classified to general population.” The Manistee County Jail can hold 80 inmates and had usually seen between 30 to 50 at a time, he said. Banicki said the jail is also looking at the potential of reduction in bonds for certain inmates who are currently unsentenced. Sunday, Gov. Gretchen Whitmer announced an executive order that deals with jail and juvenile detention center populations and protecting inmates from COVID-19 in close quarters. It also gives more flexibility for jails to release “vulnerable populations who do not pose a threat to public safety,

and orders the State Budget Office to immediately seek a legislative transfer so that jails may be reimbursed for lodging prisoners who would have been transferred to MDOC if not for that suspension of transfers.” The order encourages protocol for risk reduction for jails based on what Michigan Department of Corrections facilities had adopted. “In addition, to combat the spread of COVID-19, the order also temporarily suspends transfers into and from MDOC facilities until risk-reduction protocols are adequately in place, suspends provisions of the Jail Overcrowding Emergency Act to allow local officials more flexibility in releasing vulnerable populations who do not pose a threat to public safety, and orders the State Budget Office to immediately seek a legislative transfer so that jails may be reimbursed for lodging prisoners who would have been transferred to MDOC if not for that suspension of transfers,” reads part of a news release on the order. “The order also makes strong recommendations for juvenile detention centers across the state to mitigate the potential spread of COVID-19 in those facilities.” As of Thursday afternoon, the Michigan Department of Health and Human Services had reported one case of COVID-19 in Manistee. That person had earlier been identified last month as a staff member for Manistee Catholic Central Schools and priest for Divine Mercy Parish. In the release from Whitmer’s office, certain protocol were emphasized such as: • Screening everyone who enters or leaves a facility, including staff, offenders and vendors. • Restricting all visits, except for attorney-related visits. • Limiting off-site appointments except for urgent or emergency medical treatment. • Developing and implementing a protocol for incarcerated persons with COVID-19 symptoms. • Providing appropriate personal protection equipment to all staff as recommended by the CDC to the fullest extent possible. • Instituting stringent cleaning of all areas and surfaces on a regular and ongoing basis. • Ensuring access to adequate personal-hygiene supplies. • Practicing social distancing in all programs and classrooms. • Minimizing crowding. Whitmer said, “The health and safety of all Michiganders remains our top priority during this public health crisis and that includes those incarcerated in our jails and juvenile detention centers. … It is challenging for inmates and employees to practice social distancing to slow the spread of COVID-19, and this Executive Order will put commonsense protocols into place to protect our jail and juvenile detention center populations.” Prior to press time Thursday afternoon, the News Advocate had not learned if any inmates at the Manistee County Jail had tested positive for COVID-19.

"This isn’t an option; it’s a necessity," Pence said. President Donald Trump has said that the devastating economic effects of the health crisis are going to increase depression and the number of suicides. "Take a look at what happens in a really horrible recession or worse," Trump said Sunday. "So you’re going to have tremendous suicides.

April 4 represents Robert Downey Jr’s 55th birthday. On the basis that anything ending in a five or a zero is a significant milestone, you might be wondering what you can get him. Well, I know none of us are exactly flush at the moment, but if you could see your way to getting him a luxury car, that would probably go down well. He loves them. Really loves them. His garage could easily be mistaken for a 20-mile tailback on the Pacific Coast Highway. If, that is, everyone on the Pacific Coast Highway drove incredibly lovely cars. Downey, the second-biggest-grossing box office star of all time, is best known for playing Tony Stark, AKA Iron Man, who just happens to be an astonishingly rich man with an eye for cars. He’s played the role in ten different movies, which may explain why life and art have begun to blend together seamlessly.

 Here is a look at just a few of the motors that Downey owns and the rest of us can only, ahem, marvel at. 2009 Audi R8 To be honest, we could have filled this list with R8s. One appears in every Iron Man movie and Downey advertises Audis in the US and, as far as we can work out, he seems to be paid in Audi R8s. This 2009 model, though, was a gift from the makers of the first Iron Man. Some actors get to keep a hat or a pair of gloves. Others, a luxury car. Director Jon Favreau recalled his stunt drivers trying to flip the R8 for a spectacular final scene in the film. “They failed. In a similar vein, Downey was given a matte-green Bentley Continental GT as part of his payment for Iron Man 3. Its 4-litre twin-turbo V8 helps it to a top speed of 192 mph and it does 0-60 in under five seconds. But can it fit in your jacket pocket and write things down? Nah? But all the sleek curves and good intentions in the world can’t help you if your only battery supplier goes out of business and that’s exactly what happened to Fisker after only around 2,400 models were built. When released later this year or early next, a model will cost around £100,000, but Downey’s concept model may be worth as much as £4.5 million. Nissan GT-R Compared to some cars on this list, the GT-R is a bargain, coming in at a mere £80,000. “Marvellous, I’ll take ten,” you probably aren’t shouting. But for £80,000 you get a car that regularly outperforms Ferraris, Porsches and Lamborghinis and does 0-60 in under 3.5 seconds. Actor Robert Downey Jr turns 55 on April 4. The actor, after wrapping up a phenomenally successful run as Iron Man in the Marvel Cinematic Universe films in 2019, starred in the big budget flop Dolittle earlier this year. But all everyone seems to be interested in knowing is whether or not he will return to the MCU in some fashion. Downey was the captain of the Marvel films, having appeared in the very first MCU movie, Iron Man, in 2008. His character, Tony Stark, was killed off in 2019’s Avengers: Endgame, with the actor saying that he was done for good. He did, however, conceded on Joe Rogan’s podcast that “there would have to be a super compelling argument and a series of events” for it to happen. A recent report, however, suggested that due to the failure of Dolittle -- the film was hurt by poor reviews and a cancelled China release because of the coronavirus pandemic -- Downey is willing to return to the MCU, for a smaller salary. The actor reportedly received $75 million for Avengers: Infinity War and Avengers: Endgame. The report said that a Tony Stark cameo in Black Widow ‘is all but guaranteed’. Downey Jr was asked about the Black Widow cameo at the premiere of Dolittle, and he neither confirmed nor denied

 the rumour. Instead, he said, “It’d be nice if they’d notified me... they can do anything now. This could be a deepfake interview for all we know!” Deadline reported that Downey Jr isn’t the only actor who’ll make a cameo in the film, given its prequel nature. In an appearance on The Today Show, the actor once again failed to give a definitive answer. “I’m not sure. Are we in bargaining now? I am so pleased, just that, I wound up where I have. The Grammy-wining artist, known for '70s hits such as "Lean on Me," "Ain't No Sunshine" and "Lovely Day," died at age 81 from heart complications on Monday in Los Angeles, multiple reports said on Friday. He is survived by his wife Marcia, and two children. "Mourning the loss of my friend and inspiration, Bill Withers," Legend tweeted. "He was such an incredible songwriter and storyteller. I'm so glad he shared his gift with the world. Life wouldn't be the same without him." With the unprecedented effect of the coronavirus growing larger every day, those who are able have been encouraged to work from home. Maintaining distance from one another is the key to slowing the spread of the virus, and that has thus far involved social distancing and sheltering in place. For those who are now working from home, though, there's an unexpected complication -- maintaining the condition of your vehicle if you're not using it for an extended period of time. A car can't sit unused for weeks or months in a parking space the same way it can overnight, so it's important to take proper care in storing it. As a rule of thumb, you can typically store a vehicle for as long as you like, but you'll need to take certain precautions if the car storage period will extend past 30 days. "Gasoline will typically last in a car for six months," says Steven Greenspan, instructor and education manager at Universal Technical Institute. "However, the key to making gasoline last this long is to make sure the owner has a full tank of gas, which will help reduce condensation due to weather fluctuations.

" Adding stabilizer to a full tank of gas is a must if a car will be in storage for the long haul. Sta-Bil It should be noted that the six-month span only applies to standard gasoline. According to Greenspan, diesel fuel has a longer life (six months to a year), while E85 fuel typically degrades in less than six months. Like gas, oil is also good for about six months if you're not driving the vehicle. "If a car is sitting and not being driven regularly, the oil will deteriorate due to temperature fluctuations," says Greenspan. "If a driver does not hit their mileage recommendation for their regular oil change, the driver should change their oil every six months." Likewise, anything made of rubber -- such as engine belts -- will also last for about six months of car storage, provided the rubber is in good condition to start. Tire pressure is also a concern during car storage, so some resources recommend jacking your vehicle up if it's going to go unused for a while.

 That way, the weight is taken off the tires, which slows them from leaking and can help prevent flat spots and tears during storage. If you don't jack up your car, Greenspan recommends checking the tire pressure regularly and filling the tires with nitrogen, which leaks less than oxygen. CNET When it comes to your battery, you may have to take extra precautions before it sits in one of your parking spaces for extended periods of time. "Today's high-tech vehicles often have multiple computers that are always on and monitoring the car's systems," says Greenspan. "These computers do absorb energy, and if a car is sitting and not recharging, the battery can die within two weeks." Greenspan recommends taking your car for a short drive every two weeks in order to preserve the battery. If you don't want to do that, it may actually be better for your vehicle to take the battery out and store it separately. Finally, there's the issue of car insurance -- if you won't be driving your vehicle, do you still need insurance for it? Some insurers, like Allstate, will allow you to suspend liability and collision coverage and only keep comprehensive coverage, though many insurance companies don't offer that option. Still, as Greenspan advises a 5- to 10-minute drive every two weeks for overall car health, the safest option is to keep your insurance unchanged during secure storage. Everyone thinks of a car cover when it comes to storing a car. That's just part of the story. The place where you store your car should be dry, indoors and preferable be climate-controlled storage, as moisture can be harmful. Additionally, a concrete floor is best for tire and car health during car storage. 2. All fluids -- gas, oil, brake fluid, etc. -- should be filled up prior to auto storage in order to prevent condensation from forming inside the tanks. 3. If you can't take your car out of indoor storage for a short drive every two weeks, you should remove your battery prior to parking it in storage. The battery is in use even when the ignition is off, so it can quickly drain simply sitting in your car garage or self-storage unit. 4. If you don't have the option of jacking your car up to protect the tires, it's important to check their pressure regularly.
